Mr. S. Rumi Saifullah is a professional Industrial and Systems Engineer who holds a
Bachelors Degree in Industrial & Systems Engineering) from Arizona State University, with
specialization in Industrial Management and operation Research. As member of the
Engineering Students Council he closely worked with the Dean for the college of
Engineering in developing Industrial relations with leading US companies to assist in funding
Graduate level research projects He was Vice President of, Institute of The Industrial Engineers
Student Chapter of Arizona State University, Phoenix, Arizona as well as Past Member, Foreign
Trade Association of Southern California and AIESEC chapter of Arizona State University
As Managing Director of Vincent Impex Limited and Vincent Communications Limited have
developed and facilitated the sales and marketing of new products in Agro Commodities, energy,
energy efficiency for Telecom Networks as well as worked extensive with Global Technology
and Trading Partners for Project Development in three sectors namely Energy, Transport
Communication and Telecommunications.
Mr. Saifullah help facilitate market presence for EQUINOR Asia( Norway’s State owned
Energy Company and one of the 20 largest Global Energy companies ) in Bangladesh since
January 2022 with help facilitate and broker sales of pressurized LPG volumes of 18 K MT per
month to the tune of 200 K MT per annum in 2022. Further this year helped facilitate and broker
term supplies in the tune around 100 K MT in 2023 and have been engaged till date on LPG
Pressurized Supplies to the major private LPG terminals.

Mr. Saifullah had helped establish market presence for PETREDEC SERVICES Asia PTE Ltd
as their local representative for the first time in Bangladesh in 1998 with the opening up LPG
Imports into the private sector. Petredec is one of the largest International LPG Trading and
Shipping companies with special expertise in LPG Trading and Shipping worldwide with annual
LPG Volumes of 15 million Tons per annum. Engaged in facilitating and promoting market share
increase to 40,000 Mt – 400,000 MT of LPG per annum to the major LPG Import Terminals
covering 55 % of the country’s LPG import volumes between 1998 till 2019.
Consultant to Downstream Petroleum arm of Zhenhua Oil, one of largest Chinese State owned
Petroleum Group to support them on their first engagement with Bangladesh market with Gasoil
sales to Bangladesh State owned Petroleum ( BPC ) since the year 2015 till 2017.
Established market presence for TRAFIGURA Ltd for the first time in Bangladesh market in
2005, One of the largest International Petroleum Trading and Metal Trading companies with
expertise in Trading of Crude Oil and Petroleum Products. Mr. Saifullah had been engaged with
TRAFIGURA from 2005 till 2010 in helping materialize for Export of Naptha and Natural Gas
Condensates from Bangladesh’s sole Crude Petroleum Refinery ( Namely ERL )
Worked with DARREN Corporation ( UK ), An Energy Consulting Group and Waste Concern to
bring forth/ develop Innovative Energy Projects including Renewable Energy..Assisted in piloting
the first fully integrated Solar Irrigation Pump Project in 2006 in Bangladesh.

As Director/ partner in Waste Concern Consultants and WWR Bio Fertillizer( a fully owned
subsidiary of Waste Concern ( www.wasteconcern.org – the World’s First Carbon Trading Based
Organic composting Plant ) , he has been engaged in help piloting Solar Irrigation Project to
working on developing Waste Recycling and Waste to Energy Project

Worked on NGL Extraction related opportunities and Produced Techno economic Feasibility
Study for NGL Fractionation potential in Bangladesh for Wesfarmers – one of the largest
integrated Energy companies from Australia with their Bangladesh subsidiary being one of the
first Import based LPG Terminal which was acquired by Laugh Gas of Srilanka and resold to a
Chinese LPG operator.

- Performed financial analysis on project viability for several of oil and gas sector projects,
commodities trading and technology transfer projects Identified and assessed oil, gas &
infrastructure related project opportunities in Bangladesh and liaison with various International
Groups such as MURPHY PETROLEUM, TOTAL ELF FINA( FRANCE), PREMIER
OIL PLC Worked very closely with State owned Oil & Gas entities such as PETROBANGLA ,
BPC and its subsidiary companies in relation to the various project opportunities
Worked as consultant to Murphy Petroleum USA for identifying Identified and evaluating
potential Hydrocarbon Exploration and Development opportunities in Bangladesh and assisted in
preparing Gas Exploration Bids.

Worked with Heritage Oil & Gas in identifying and assessing oil & gas related project
opportunities in South and South East Asia and meanwhile Interacting with various Global
Engineering Contractor such as Kvearner, ABB Lumus in regards to downstream petroleum
projects in South South East Asia
As Local Consultant to Premier Oil plc Identified & assessed oil & gas related opportunities in
Bangladesh. Produced detail information on economics of small scale gas field for development
At a later stage closely worked with Late Roland Shaw, the Founder Chairman of Premier
Oil plc after his retirement from Premier Oil plc on assessing various Oil & Gas opportunities
while he was chairman of the board of Heritage Oil & Gas
Worked as IPP Project Consultant - Occidental Energy Ventures USA Inc( subsidiary of
Occidental Petroleum, USA ) for producing information on tariff structures, power and gas
purchase agreements on 300MW Gas-based combined cycle power plant.
- Liason with relevant authorities and prepared proposal for environmental- permitting
agreement- Analyzed geological data to recommend plant location
As International Consultant to MGI management AG, (One of the Swiss Global Voice
and Data Wholesale Carrier ) for South and South East Asia have developed bilateral
partnership with all major Telecom players such as MAXIS( Malaysia ), DIALOG(
Srilanka ) and CELCOM( Malaysia ), BTCL ( Bangladesh ) to assist in deploying
capacities for Bilateral voice and Data Traffic to the South Asia and ASEAN region.
Responsibilities also includes in developing Customer Base for downstream retail
products such as Prepaid Calling Cards, Online Cards etc. with major Telco Customers

in the Region. Also was engaged as Consultant to KPN International wholesale arm prior
to engagement with MGI developing and managing Bilateral Circuits and International
Voice Carrier wholesale business for KPN International in Bangladesh.
Established market presence for SR Telecom from Canada in deploying Point to Multi
Point Broad Band Wireless Network for WLL Fixed Line Private operators in
Bangladesh.
Worked extensively with SR Telecom Asia in identifying niche Telecom opportunities for
Bangladesh market for Larger Telecom network with integration of NGN switching
Worked extensively with Quippo Telecom Infrastructure Ltd [Viom Networks Ltd] , One of
India’s largest Mobile Tower Infrastructure companies to identify, assess and develop a
Business Case for Tower Infrastructure Business in Bangladesh. During this time he
worked extensively with relevant teams within the major Cellular Operators mainly
Banglalink and others.
Had engaged with CARDTEK( One of the Global Fintech Companies currently renamed Paycore
) as their marketing consultant/ Country Representative ( One of the most innovative end to end
payment Solution Companies globally ) for assessing and identifying niche Digital Payment
Systems opportunities. He had been engaged with several Digital Wallet projects with private
Commercial Banks and Cellular Operators in Bangladesh.
Mr. Saifullah who currently heads the new local Fintech Start Up named DOELPAY Digital
Limited ( www.doelpay-digital.com ) as the Chairman has been instrumental in the process of
helping to launch the World’s first Biometric Metal Card with their partner IDEX Biometric (
World’s leading Norwegian Fintech company )
In the field of Agro Commodities Import Based Trading, helped established market presence for
PARMALAT - CANADA for the first time in Bangladesh market , from 2000 – 2003 for the
International Trading subsidiary of PARMALAT Canada and helped promote sales of 6 million
USD per annum in Bangladesh market. Worked then with ECOVAL DAIRY TRADE BV since
2005 in supplying Dairy Powders, specialized dairy ingredients and replacers for Repackers and
producers of dairy products in facilitating and materializing sales in the tune of 6 – 8 million USD
per annum which was acquired by the Global Trading Conglomerate Louis Dreyfuss
Commodities till 2013.

Mr. Saifullah has played a significant role in developing and promoting Small and
Medium Sized companies through representing them in international and National
workshop and conferences as well Regulatory policy Events during his 3 year tenure(
2014 to 2017 ) as Board of Director of Dhaka Chamber of Commerce and Industry(
DCCI-www.dhakachamber.com ) During the role of Director for PR and Country
Branding he has developed major strategy documents to enable a successful and
efficient Brand Strategy for all Chamber related Initiatives and projects. He has played a
very instrumental role as Chief Conference Coordinator and Program Director in
launching one of the Nation’s first unique futuristic Conference of its kind namely “New

Economic Thinking :Bangladesh 2030 and beyond” held on 21st December 2016
where Global Thinkers such as Professor Jeffrey Sachs and many such Personalities
were engaged in the Sessions. During His Role as Director, he has coordinated and
organized several Dialogues and Workshop on Energy Resources and Diversification
between the Public and Private sector Stake holders.

During his role as Past National President of JCI Bangladesh 2006 ( Fully affiliate of JCI
Worldwide - An International Federation of Young Professionals and Entrepreneurs with
presence in over 120 countries ), he has lead the Organization in many National and
International Forums on Inclusive Leadership and Organizational management. During
his tenure as national President, he has engaged with many International Development
agencies such as USAID, European Commission as well National Agencies and Major
News Media agencies and other relevant organizations to organize Interactive Dialogues
between Regulatory Authorities and Industry on National Issues.
He was member of Private Sector Consultative Task Force Committee of the World
Bank led Bangladesh Private Sector Development Support Project( PSDSP )

He was instrumental in organizing the International Peace Conference project in Dhaka for
Rotary International Bangladesh in February 2014 as a core Corordinator of the Conference.

He was nominated as Advisory Council member of the Asia Pacific HRM Congress 2008
Currently the Zonal Director for Bangladesh for the PMAA Dragons of Asia Judging
Panel and 2017 MAA Worlwide GLOBES program starting in October 2017
